    Total Maximum Daily Loads (TMDLs) to determine how to meet water quality standards for that parameter. The TMDL process begins when a stream, lake, or river does not meet water quality standards and is classi-fied as water quality-limited on the state‘s (d) list. TMDLs identify the maximum amount of a specific. amendment would: 1) establish a pathogen Total Maximum Daily Load (TMDL) in the Napa River watershed pursuant to Section (d) of the Clean Water Act, and 2) establish an implementation strategy to achieve and support the TMDL.
